Because traffic demands change constantly, city congestion varies from day to day. However, approximately half of all congestion recurs every day in the same location. This paper focuses on investigating such recurrent congestion (see Figure 1). Traffic congestion can be reduced using various mitigation strategies.
These systems work to minimize traffic density in congested areas by dynamically changing the speed limit of roads based on weather conditions, road conditions, or the presence of congestion areas. Lastly, dynamic lanes can be used to provide more inbound or outbound lanes depending on the flow of traffic as traffic in many metropolitan areas is not symmetric.

Analysis of congestion impacts to the environment Nowadays air pollution from vehicles is a major issue of cities. Traffic congestion influences the air quality of urban areas. The impacts of air pollution to human’s health are negative and the analysis of key pollutants concentrations is imperative.
The analysis suggests that the Production Tax Credit (PTC), along with some capacity mechanisms, bias wind investment towards high-producing sites but with lower covariance of their variable output with market prices. Furthermore, since wind production depresses prices, this bias is linked to covariance between wind sites.
